NR errors.

I am having a problem with NR. I am on XP trying to run my server, and everytime i boot up NR. even when i run as admin. i get Run time error 5' invalid procedure call or argument. i have no clue whats going on. than when i run it regularly, i get, Run - time error 2147467259 (800004005 ) :Error parsing as night regulator as bin.base 64 datatype.
