MY BOT IS NOT WORKING

My fds is working well and I also click on "Connect to FDS"
I did make the server but...
-I cant use any commands... not even !help :: I did read on forums to find out but its not working...
-I did click register.exe on NR directory. AND I dont have objects.ddb or any mod file in my renegade directory or DATA. I set a commands permission already too!
Do I have to do something to enable this?
Or...
Is it because i didn't install script.dll or bhs.dll ?
Who know why is this then help me fix please..
