Renegade Cleanup

As part of an overall community cleanup process, there are going to be some significant changes to the way Renegade is run in Tsunami Gaming.

- Nightma12 is no longer in charge of Renegade in TsuGaming. I am. I wil be handling everything directly now, until I find a replacement for Nightma12. He's much too busy with Tsulutions (like I'm not?) to stay focused on his duties here, and things have been falling apart. So I've put him on early retirement.
- BassAce resigned as a co-admin before going on vacation last week. He has been moved to Full Mod.
- Medici and Ecstasy are keeping their positions (which will be renamed to 'Admin').
- Spurs has been promoted to Admin, but will be focused on reviving TsuClan and improving our reputation with other communities.
- Some of the mod levels are going to be reorganized/renamed so that authority is condensed (which will result in more power being available more often).
- The forums have been reorganized a bit. The most significant change is the addition of a Clanwar server forum and moving TsuClan forums to a different part of the TsuGaming forums.
- I will be working closely with my admins to tweak the server settings and NightRegulator so that the servers and the data it outputs (like ladder info on the website) work better.
