Moderator List Cleanup

Once again, we have collectively talked about each mod, examined their !slog and !rlog, and decided on mod promotions and demotions. Look for your name on the list. If you're not on the list, it means that you have been removed. Any questions regarding why you were promoted or demoted should be talked about privately on MSN, IRC, PMs, or whatever else you like.
